The widespread Russian view was that NATO had instigated the conflict by supporting the Kosovo Liberation Army (KLA), with the goal of expanding its military presence in the Balkans.
In the eyes of Russian leaders, both the KLA and the Chechen rebels were instances of local Muslim majorities persecuting a Slav minority; both emerged out of the breakup of multinational federations; and both employed terrorism to wage war against what the Russians saw as the legitimate state.
